Mr Obama allegedly made these nominations in December while the Senate was in recess and without the approval by the Senate, which, according to the court, makes these nominations constitutionally invalid. This is the first ruling in various pending court cases pertaining ‘recess nominations’.
Republicans try to prevent these nominations by holding pro-forma sessions when the Senate is in recess.
Such sessions involve a Republican member of the Senate showing up in the Senate every 3 days or so to open and close the meetings.
Supreme Court ruled in favor of the Republicans who testified that a meeting had already started when the President made his nominations.
The Appointees made by President Barack Obama were for the NRLB, a national supervisor of US labor affairs.
