The plane had gone missing after takeoff early Sunday.
The U.S.-registered Learjet 25 carrying Rivera and six other people was en route from Monterrey to Toluca, Mexico.
“There is nothing recognizable, neither material nor human” in the wreckage,” said Gerard Ruiz Esparza of the Transportation and Communications Department.
Authorities had not confirmed that Rivera was among the dead.
Other people on board the plane include her lawyer, publicist and make-up artist.
Rivera is the star of the reality TV series ‘I Love Jennie’ which is broadcasted on the Mun2 network. The 43-year-old mother of five is renowned for Nortena and banda music.
